As per UAE Labour Law the position of company PRO can only be held by a UAE National, this position category is not open to expatriates.

The funny part is, I know expats who are doing it, although that law is correct.

Well, they can hire an expat who do a PRO's job with a different labor card (e.g. Messenger,etc..)
