once my resume gets in the hands of a TECHNICAL MANAGER jobs / positions have been created for me..
I was able to get my resume in the hands of the TMs pretty easily back in the USA .. I do not know how to do that in the Middle East..
Any Pointers?

in my whole career (over 20 years) not once have i found a job using a headhunter and / or an employment agency.. wonder why???

I was able to get my resume in the hands of the TMs pretty easily back in the USA .. I do not know how to do that in the Middle East..
