Emirates ID holders caught in the Airports!

There is a rumour spreading across the U.A.E. among expatriates that if somebody cross the road in non-designated places, they will be caught in the airport once they exit and making let them pay fine for breaking the law. People say that the authorities installed devices in streets to catch them everytime they cross, with the help of the micro chip on the Emirates ID card which is under the observation of the devices. Anybody please clarify this? Is it correct or rubbish news?
