Here are some places you could go and try, pretty sure they will have what you need:
The Dubai Art Centre. It is a community art centre and they have a small shop. Think it is near the Palm Strip...but been a long time since I went there.
There is another art centre and community art project further down the beach road. Take the turning before Twon Centre Mall if you are coming back from the Burj Al Arab and there is a large white villa there on the left side.
The Art Shop. In the Jumeirah Beach Centre. This is the small mall just before the Macgrudys mall and Spinneys opposite Palm Strip. They sell most art materials including oils and acrylics as well as pre-stretched canvases and art board in a variety of sizes.
Office Mart, Karama. Not a place you would expect to find good art materials but they have a surprising stock of almost everything! It is on the main road from Bank Street down to Karama, just past the Baby Shop on the same side. Big orange and black frontage and parking at the rear.
I find that acrylics are more common here as you can control the drying time by putting addatives with them. In the summer they can dry far too quickly and, if you need to work into them after application, you will find them crusting. Oils are fine, but the heat can play merry hell with some of the weaker pigments such as Burnt Sienna and Cerulean Blue. They tend to become very 'thin'. You need to make sure your underpainting is quite bold...
