Yes it is possible. I guess Emirates NBD bank allows you to open bank accounts even if you are not a resident. They just require a copy of your passport (along with the original for validation) and a correctly filled account opening form. Hope this help

Don't see the point really as the banking system here is prehistoric and all they want to do is sell you a credit card and take a blank signed cheque off you so they can put you in prison at their own behest.
