Its illigal and and law is enforced againt the use of Skype as they allows telephone calls and telephone companies losses revenue from it. So it is banned.

However, if you already have it installed it will work for pc to pc calls, but not pc to phone.

The website is blocked but you can use the software. If you already have an account on skype simply dowload the software from some other website and and you can use it. But if you need to create a new account, you would have to use a proxy or VPN to access skype(dot)com

almost everyone i know in Dubai has Skype ... but as greengoo says... you need VPN

Using is fine (illegal), forget about downloading or making an account, its banned (can work around it). If anyone's asking, I dont use it
