There's been lots of hoo-haa in the press recently regarding the Shoreline development on the Palm and other developers following suit, in removing access to facilities for tenants of landlords who have failed to pay their maintenance fees.

On the one hand I get that the management companies should not be footing the bill and the way to cost save is to withdraw certain facilities and access to others, but it's not the tenants fault. So how do you deal with that?

A friend lives in JLT and the management company have basically put up lists in all the elevators of the apartments that owe the fees. My friends LL has paid them and has the receipts to prove it, but they can't get hold of the company to remove them from the list and get certain utilities put back on.

Some of these LL's owe so much in fees, there's no way that they can pay it all at once. But it's not fair that management companies are punishing tenants.

Are you saing that the tenants have paid all the bills but because the landlords have not paid some kind of "maintenance fees" the tenants get disconnected from utilities like water and electricity?

bills for the whole buildings are combined in some new buildings in freehold areas. For example Golden mile, chiller meter from palm utilities is for the whole building. But not all buildings are like that. In JLT lot of buildings have individual meters per appartment.

There are so many tenants who got roped into renting not knowing that the LL hasn't paid required fees. LLs aren't telling tenants about the fees, agents aren't telling potential tenants to check that fees are paid. I guess the LL thinks that if the tenant wants to stay they will fork over the fees?? Also, many LLs don't reside in the UAE but work through a local agent. Possibly LLs did hand over money to the agent to pay the fees, but the money went elsewhere? Our LL lives in Dubai and is a good friend so fees are paid in a timely fashion, but the developers are Nakheel. The only thing we pay are the chiller fees, which should be the responsibility of the tenant. Those maintenance fees are for salary to security and maintenance of the building and grounds. We do have the additional fee of paying the chiller fees.

Going back Nakheel wanted to place a charge on the use of the beach area for all properties on the fronds and probably Marina Residences 4,5,6 which may have beach access, which would be on top of the maintenance fees. That plan had a quick death.

DFT , They're not necessarily having utilities disconnected, but communal facilities such as use of gums, pools, evelvators being shut down etc are being taken away. I don't know what the answer is, but it's all getting a bit ridiculous.

I would really miss the use of gums if that was taken away.
