What's the correct way, inline with the custom, of approaching a local (Arab Emirate) that you see on in the mall or on the street? Apparently it's tabo to do so.

Well, it depends on what you are needing to approach her for. If you want to know the time, you walk up and politely ask for the time. If you are a man it is better to approach a man to ask the time.

I don't see why it would be taboo to talk to a local.

Well strictly speaking if the lady is covered, then it is not polite to approach them, it's not the done thing. If they are conservative, most won't be out without a male relative or husband - so don't even go there.

Approach them for what??

Generally, it is not a good idea to approach the local girls for anything, except in business situations!!

Ahhhh but you need to actually swap pin numbers for BBM, bluetooth is anonymous - that's the point of it.

p.s i wouldnt recommend you sayinng hi to a local gal in the malls, they usually travel with families or already some "VIP" is trailing them and you will NEVEr GET ANY CHANCE unless you happen to be a VIP!

and i can tell you that its ok to talk to a local girl but it depends on the girl.
first you could try smiling her way if you see her smiling back you can approach her
then start talkin politely about what is it you want and then you will get your answer ..
