Khalaf Al Habtoor has called for Dubai’s controversial ‘Salik’ road toll system to be “made free” and the number of speed cameras to be cut, arguing they are discouraging companies and investors from relocating to the region.

In an exclusive interview with Arabian Business, the founder of the Al Habtoor Group and one of the UAE’s most respected business leaders, said: “If they insist on Salik either they have to reduce it or to make it free.”

Asked whether he would like to see it scrapped altogether, he said: “Yes.”

Al Habtoor also claimed the number of speed cameras in the emirate is now “unacceptable.”

The tycoon said it is time to promote the UAE as a tax haven, and both speed cameras and Salik amount to hidden charges that are affecting thousands of people.

Dubai’s road toll system, Salik, was introduced in July 2007, with motorists charged AED100 ($27) to register and AED4 ($1.08) a time for crossing up to four different gates. The maximum daily charge is capped at AED24 ($6.48). According to the emirate’s Roads and Transport Authority (RTA), $451m has been collected since its launch.

But Al Habtoor argued: “If there is a big company like an international bank, they have thousands of employees and these thousands of employees have cars. The banks, all the companies, will pay for the Salik, they will pay for everything, as this is part of their overheads.

He continued: “It discourages people; I don’t think it is right. On every corner they are [charging] Salik, on every corner there are cameras, it’s too much.

“For the government this is nothing, this is peanuts from the traffic cameras and from the Salik, peanuts compared to government revenue. For the government revenue there is a lot of resources. If it is revenue from the cameras… it is wrong; it cannot be.”

Al Habtoor also said that the UAE government needs to rethink the number of cameras now in operation. It is believed that up to 1,000 individual speed cameras are in operation in Dubai with fines of up to $544 for breaking speed limits.

“I’m not against traffic control but you have to put it in like any [other] country in the world. The number of cameras and the fines [should be reduced]. It is unacceptable [when you compare it] to anywhere [else] in the world,” he said.

“Even in the desert there are cameras; there are no houses, but there a lot of cameras, not only cameras which are near roads but also hidden under the bushes, and the [police] cars chase you.”

“At least minimise them to make them normal and to make the speed high. Driving from Sheikh Zayed Road to Abu Dhabi you cannot drive, there are cameras in every corner. You drive 80km per hour, you reach when? Tomorrow?”

Speaking to Arabian Business in June, Dubai’s police chief dismissed suggestions that fines issued for traffic violations are a moneymaking device.
“If saving lives is interpreted as a profit-making scheme then that is a strange opinion; in my opinion the value of human life is priceless and you cannot put a value on it,” said Lieutenant General Dahi Khalfan Tamim.

“The money we get from fines constitutes less than 10 percent of our expenditure; we are a non-profit-oriented government service department.”

He added that the police had already begun to implement measures designed to reduce to zero the number of fatalities on Dubai’s roads by the year 2020.

“In 2008 we managed to decrease the number of accidents, saving 69 lives,” he said. “The following year we managed to save another 38 lives, because of speed cameras that are enforcing reduced speeds. We attribute saving those lives to speed cameras and fines.”

The RTA did not respond to enquiries from Arabian Business.

I actually agree that speed cameras are excessive in number...

And if speed cameras are essential, then speed limits should be revised.

the current limits are absolutely ridiculous;

80 km in a 5 lane road.....(DOHA road)

100 km in a 6 lane motorway (Business Bay)

Lets go to Abu Dhabi

60 km limit in a 4 lane road ...Corniche

100 km, in a 5 lane motorway where you pass a car every 10 seconds, in other words, a sparsely used road


Only people who are panicky drivers and cant drie above 100 kph will find these limits ok. For the rest of us normal drivers, the speed limits and speed cameras seem to be more about revenue than saving lives.

I dunno why people are so obsessed with speed cameras here. Although I know they are hardly effective but its better than something until the traffic police really start enforcing the law. This place already has a miserable driving record. Although it is something a bit irritaing to seem to be crawling on a nice open road but if it keeps even one person alive or out of harms way then its worth it.

I drive and been driving much more than the average joe. A six hour initimate session with my car is not something out of the ordinary for me on a daily basis, and I've never had a problem with speed cameras. I've been flashed only twice since I've been driving and that too I will admit was my own fault.

I know a lot of people who pay around 4 to 5 thousand every year in fines and understand why they are upset, but that is not justified. Why not mend your driving habits instead of complain about speed cameras. I seen an Emarati pay 30k in cash in fines. And he was totally calm when he heard the amount, maybe he was expecting more ? Thats good money that can be used for something else. I rather give that money to charity than fill the govt coffers.

As for panicky drivers and what not. You will always have a white sunny with a hard hard in the back driving at 30kps on the left lane on the 70kps Jumeriah beach road or someone gluded to you bumper even when your touching the 160kph on the Abu Dhabi Dubai highway. This kind of behaviour will only improve better quality driving lesson and active law enforcement. Not by reducing or increasing the speed limit. Speed Cameras help ever so slightly in keeping some maniacs at bay so I'm all for them.

As for Salik it was supposed to be a measure to reduce traffic and it has failed miserably in that. Although I have no problem with a toll system but I would agree that atleast during offpeaks hours it should not be enforced. And 4 bucks a pop is a bit too much specially when you consider now that the increased number of people living on SZR are not passing through but have no choice other than to use this road for even to go buy groceries or anywhere else for that matter. Living in Discovery garden I try to avoid using SZR or the gates as much as possible but must have paid around 500 to 600 bucks if not more this year just for Salik. Maybe some kind of discount or cheaper rates for people living along SZR would be nice. Also the system is seriously flawed. My dad who lives in Shj landed up with 15k in salik fines ! And he just didn't have the time to run around chasing this issue. Also I would say this does happen with the speed cameras aswell and needs to be sorted out aswell.

My view: if you don't want speeding fines hire drivers. I never get fines :P . Our drivers are told "You will be driving a very nice car and will get a very good salary but all fines are your respsonbility"...After all, their "job one" and only job is to drive safely and within the speed limit (If it was my job I would drive the darn thing..)

Salik is just another indirect tax, ‘Peanuts’ as stated by Habtoor, on it’s own, and in comparison to the amount of funds already spent and currently allocated to the RTA budgets but nevertheless, contributes to the Government coffers, it's here to stay.

The speed cameras on the other hand are a different matter, like them or loathe them, on Dubai’s roads I see them as a necessary evil and a significant contributor to the reduction in Road Traffic Accidents in recent Years. Remove or reduce them and Dubai will be taking two steps back.

They have to have speed cameras as the police are not trained or even capable of high speed pursuit. The decision for officers not to attempt to chase and apprehend anyone driving at excessive speed is also because most of the perpetrators have faster machinery than the cops!

In Europe, highway patrol officers spend nearly 6 months on intensive high speed defensive and evasive driving courses before they are allowed out on the road. To qualify, they need to have passed the class 1 police driving test, which is far beyond the Institute of Advanced Motorists driving examination.

In the absence of these skills, the cameras are a poor substitute but add considerable funds to the coppers coffers.

I agree speed cameras are a necessary evil. But are the limits ok?

Does it make sense to have a 100 kph limit on a well paved freeway with 5 lanes ?

I read somehwere that they plan to reduce the maximum speed limit on certain roads, due to the "high rate of accidents" on these roads.

Citing "public safety comes first!"

Really??? No other motive???

Great. Lets have a limit of 80 on Shaikh Zayed Road, a limit of 40 on Jumeirah, and 60 km on Al Khail, that should make the Sunny drivers happy, "waaii isshppeed, yit yis danzerhous"

‘From the Sublime to the Ridiculous’ in one easy step :lol:

I’m sure that once the majority of fools driving around on Dubai’s road network learn to drive in a safe and courteous manner within the current speed limits then maybe we’ll see a relaxation of those limits in some areas, until then, I for one am happy with the current restrictions.
