Why am I not the least bit surprised

I wouldn't pay either, if I thought I could get away with it. I know a girl who works for Camden Council, they are useless at collecting parking fines, they get thousands of fines paid with stolen credit cards which they have to write off. They should be checking the cards before they accept them. Camden Council have been challenged about their processes and have had to repay millions in unfair charges. I don't expect Westminster Council is any better. London Councils are a shambles, just like dear old Boris, but I love him, he should be Prime Minister, at least we'd get a laugh.
