Are you saying that the 75m was donated solely by UAE Nationals?, I don't think so.

Is he upset that the Pakistani Government won't be getting their "cut" from the donations? If one was to rely on the Pakistani government to distribute the aid then I would guess about 98% of the aid wouldn't reach the people.
