1) They would hold everything indoors, preferably in shopping malls.
2) Isrealis can come but only if they are media celebrities and have at least $5 million to spend on property or luxury goods in Dubai when they are here. Each one would have their own personal security guard from Berkley cleaning services to ensure they spend it all and don't do any naughty spying.
3) The Usual Suspects would be rounded up for sponsorship and of course there is always Abu Dhabi. Alternatively, they would demand that if Israel wants to participate, then they must pay!

Plus Dubai is hardly going to match the 10 million or so condoms handed out in the athlete's village at the last games are they - lol

I think its a pretty big and almost impossible ask for Dubai, but to be honest I totally wouldn't be surprised if they did.
