I heard that they are still carrying out repairs / maintenance to the Elevator.

Actually their is a very small one right at the top, access is not allowed however, it is not even secure.
Mind you these sort of features are rarely at the top. Did you ever visit the viewing floor at New York World Trade Center? (prior 9/11 of course), that was several floors below the top.
