Will I be able to get access to my USA online bank account and credit card websites (Chase, American Express, and etc) in DUBAI?
What types of websites are usually blocked by the government there?

As long as it's not categorized as adult-related, piracy, VPN, VoIP, and some other sensitive matters, I believe you can access them.
Some people have paid VPN service to overcome those though, but said that the ISPs are tracking those violators.

VPN services are not illegal, i am using one for 2 years now with no probs, UAE ISPs can only try to prevent people to get one. Corps use them for security of their network, also it secures log ons when using pulic broadcast WiFi .
