I have gotten 3 PMs from a forum member who is basically asking me to stop beating him up on the forum, yet he is arrogant and nasty in his posts. Unfortunately this donkey wearing wooden shoes thinks being sarcastic and nasty is his exclusive right. The reason I am asking this is because I told this person that I would try to keep my lips (sealed) and not participate in any banter. He followed up with 2 PMs and continued on as usual.

So I would like to know if whinging to another member by using a PM is correct? Or am I being stalked?

I think it's just a sign of insecurity.

a PM is a 'Private Message', intended to resolve issues or ask/share personal information. They however should be based on mutual respect. Something was lacking in those posts to me...and you know this with me; an eye for an eye.

I wasn't looking to have an argument with him. He PMed me, I responded very cordially, told him I would back off and he just would not stop. His understanding of a PM publicly is not how he used it privately.
