I think in Dubai it's called Commercial License and in Ajman it's Trade License, but the rationale behind is the same.
I can only explain to you the Trade License (Ajman Municipality) as i am not familiar with the Dubai Municipality Licensing department.
Before opening up a business here say for example in Ajman, you need to apply for trade license in the licensing department of Ajman Municipality and depending on what kind of business you would like to operate.
Since you would like to open a recruitment agency, you should ask the procedure & processes from the ministry of labour - i think you'll be needing a certificate - a requirement when applying for the license.
Second, you should have a
LOCAL SPONSOR for the business. It's quite easy to open a business in Ajman, if you're renting a commercial place/outlet, you only need to bring the tenancy contract between you & the landlord, and another tenancy contract " green colour municipality forms in arabic" should be signed between the two parties, then pay the licensing fees & forward the application to the trade license department. Municipality officials will check on the site, where you would like to operate and sometimes not. Usually the trade license is good for one year only, then you have to renew it after.
Again, I am not sure with Dubai Municipality procedures.
