Forgetting for a minute that the definition of "salary" excludes accomodation and tranportation allowances, it seems to be that 24 x salary is a very generous and could be a large figure. I somehow doubt it, unless it is only applied to low salaried employees or only a select number of employees.
Most employees do not get a "return" on an employee even remotely approximating 24 times his/her salary so 24 x salary as a death benefit is huge.
Wait, after typing all of that I just realized that you probably mean monthly salary in which case it works out to 2 times yearly salary which would make sense...
