Getting the Salik tag has certainly been a disaster (I already predicted that they will scrap it by the new year but..).
Anyway, I was just thinking that there was never a need for a Salik Tag in the first place. Alll over the roads there are speed cameras that photograph your license plate and send you the fine (electronically).
All they had to do is set up a bank of cameras to record the vehicles passing thru the toll gate and then send them a bill (the same way they are doing it with Salik anyway). There is no need for a separate "Tag" other than to create caos and employ some people in the making, maintaining, distributing, screw-in them up. The car owners would simply pay the bill over the internet or else their car cannot not be re-registered or it is confiscated if the balance is to high, etc. Or else the person can be arrested, exectuted, and deported if he/she fails to pay.
The previous paragraph makes sense which is probably the reason Salik is being run the way it is.
