Etisalat is double faced,
It blocks things for expatriates such as dating sites
but the Arab dating sites are open, how strange! but who is behind all this

The reason for this is that blocked site list is semi-outsourced through a US-based (or Canada-based) net censorship company, so they tend to list more English-language than Arabic-language sites.

At least as it has been explained to me.
