That's because they are two seperate towers of different height and use.

Hi all, does anyone know if is one or more of the tallest buildings written above there is a floor open for tourist to take pictures or simply look at the city from an high point of view?

Hmmm....I think there is an offer from Burj Al Arab, a helicopter ride just circling the hotel, thats if Im not mistaken. Check with them. :wink:

Burj Al Arab has a ballroom and a restaurant/bar at the top floor, but you need to book for a showround there or have a reservation at the bar and/or restaurant to gain access

Jumeirah Emirates Towers Hotel has a bar on the top floor, no need for a reservation as long as the dress code is acceptable (No t-shirts and such)
