yes, the issue about sponsors holiding onto passports came up a while back in the media. as i said above, you are the legal bearer of the passport, this means that it does not belong to you, but you carry it on behalf of your government....
the governments reply in the media was that it IS illegal for sponsors to hold passports from their staff. i was in a similar situation with my previous employer. the staff drafted a letter to him stating that if the passports were not returned by the following day we would call the police, ask them to come to the office and report the passports stolen. we had the passports back the following day...
phone your consulate they will tell you it is illegal for anyone to otherthan you to hold your passport.....
the sponsor is responsible for a 5,000 aed fine if he looses or misplaces a passport held in his possesion....
BUT......
the reality of the matter is that sponsors will continue to hold expats passports as leverage... to prvent them running away, abscoding etc....
the best advice, is never had it over in the first place. they do require your passport to process your labour and immigration papers. offer to accompany the pro to the offices when he does this, or offer to meet him there. do the paperwork and pocket your passport at the same time!
