GWB has been sued but Donald Rumsfeld has been sued more than Bush. Rumsfeld's charges revolved around the Abu Ghraib crimes as well as false imprisonment and torture cases. These suits have obviously been symbolic as nothing substantial has been done about them. As far as I know, one suit was filed in the US, the other suits were filed in Germany and some in Belgium.
Belgium has the Universal Competence/Universal Jurisdiction Law which allowed equal opportunity in bringing forth War Crimes charges to anyone and anywhere. However that changed due to pressure (threats) from the US and the UK (amongst others) and this law was actually altered to give immunity to leaders of these countries. So I guess the lesson here - in the Belgium case - is that you can charge any despot with war crimes
except if the despot is in the US, UK, and Israel.
