i think that the Gardens take too much money that can cover a car parking cover.
so why they ask us to pay more money.
it should be there by Default.

Personally I don't think car parking cover is such a good idea.
It will be difficul then to roller skate there.
And the trees are growing, so in a couple of years there will be no need in car parking cover.

May be the solution is a lightweight and low cost temporary cover that can be reused in a few years elsewhere, when the next community develops.
