Apparently it happens much more in the evening/night. Once it disconnected every half minute!
But in day time, it's much less.

Depends on your preference (and apartment), do your research at:
- dewa.gov.ae (electricity + water)
- etisalat.ae (landline phone, DSL/cable)
- e-vision.ae (cable TV)

Daily expenses have been given above, I think that covers most.

In general and specifically in IT, it'd be very tough to find a job in Dubai for freshers or without specific skills/experiences, unless you'd want to compete with South Asian fellows (who already in Dubai with visit visa) who are often willing to get paid less even with quite good qualifications.

If you haven't got the place, I'd recommend the other side of Dubai like Deira or even better Al Ghusais. Lots of good schools there and the rent rate also is slightly lower than Bur Dubai. Though your husband would still to beat Sharjah's traffic, but you would avoid the traffic of Maktoum & Ga...

Most people are staying in Bur Dubai, Deira, Sharjah because they can't afford expensive apartments and villas nearby.

3BR villas nearby (Springs, Arabian Ranches, Jumeirah, etc) would cost 200K+.

Reputable/international/big companies may give you better chance, especially if you have specific skills/experience (e.g. managerial level).
Smaller ones tend to hire as cheap as they can get. And often force incapable resources up (just because they are friends, relatives, long-time workers).
