You don't need to go to DIC/DMC/KV for chat or voice chat. Just use free (and not banned) PC-to-PC voice chat from your Yahoo Messenger from home or any internet cafes. And it doesn't cost you an expensive coffee. I assume your friends have computers & Internet connection at home.

My clients, Indian, they applied the same time to French consulate in India. It took only 2-3 days to finish.
