Are you sure they are CIDs? I wonder if we are allowed (without being harrased or arrested) to ask for their ID card if in fact they are not wearing uniforms. Sometimes there are just crooks harrasing and expecting to get some money. Or at least you could take a not of the plate number and report it...

30 mins - 1 hour depending on traffic. Rent a car for a month then decide on transport. He will be driving/traveling against the traffic, moreover these day driving on SZR even in rush hour is quite a breeze, so I'd say 15-20 minutes from Marina/Greens to Downtown Burj, unless he drives very slowly...

The proximity to the sewerage plant is the major turn off. The second is the maintenance and facilities. But what's wrong with Dragon Mart? Every residential area needs commercial areas as well, which follow the demographics of the residence. I don't think it will work if they put luxury mall there....

I'm not sure but I don't think you can. Even two Dubai govt entities often don't talk each other (e.g. court & immigration), let alone inter-emirates. I guess you need to cancel the one in Sharjah and re-apply a new one in Dubai.
