you will need to reinstall the firmware.

Do you know what firmware you are using? If you do, then google pwnage and get the software from the site called winpawn if you are using a PC. It will tell you how to clear, hack and unlock the iphone or itouch

as far as throttling, the only way is to use a tunnel or vpn and get this to work. you will need to ensure your vpn provider has the p2p feature.

Skype does work fine indeed. At least on DU. Tried it with no hassels. The only time i use a VPN is to veer off P2P throttling by the ISP. Using torrents or Rapidshare, i get about 50% more download speed with the VPN. That would work however depending on how far the VPNs are and the hops to connect.
