If you're working close to the airport, try looking around for studios around Gharoud, or mirdiff/rashidya

I dont know about 1 bedroom, but you should easily find a studio apartment or room share in a villa within your allowance in these areas near the airport..

ya.. 160k is a decent housing allowance.. i think you could easily fit a 2 bedroom in jbr in that much.. maybe if you look around a bit you might find something in the marina or jumeirah lake towers also..with higher floor and some nice views... though if your only looking only for a 1br i'd suggest...
