It is unusual in western countries to be approached by "plain clothes" officers. We tend to respect the uniform and what it stands for.

Cinemas, coffee shops, resturants should be a no go zone for kids or any other place where a person expects to sit, relax and chill for a few. Just as there are no smoking zones.
