quite simply, Etisalat is not gonna allow VoIP through GSM or GPRS because by doing so you are gonna call much less and thus pay them less by getting a lower phone bill..
You need to call them and ask, but I doubt they will allow you to use VoIP or PTT

Went to a place called Bar Zar in jumeria village, the moment I arrived in Dubai. There was a pretty cool 3 girl band (vocalist, bassist, guitarist).

Well I arrived in Dubai a couple of weeks ago and bought the maximum allowable (4 bottles and 2 10-packs of cigarettes) from the duty free. The range of salaries for fresh graduates in Dubai is between 5000 and 8000 AED/month, sometimes more (in rare cases)

6,000 is OK but not too easy to live on...Push for 7000+ for an acceptable lifestyle.
