You're complaining about the wrong government anyway. It's Omani border control that check your insurance documents, not Dubai/UAE.

I had a similar story once. When I pointed at where I thought it said insured for Oman, he said oh, yes, and let me through.

Oh, and you have to be out of the country for an entire tax year too. So technically (and I could be wrong here), but if you have only just gone out to Dubai now, then you would have to stay in Dubai until at least April 5th 2008, which is when you could claim your tax back as being a non-resident ...
