There's a Lloyds TSB out in Dubai and they provide an internet banking service. I'm not sure about the other features though.

I don't know about candle lit dinners but Asha's @ Wafi City has a nice relaxed atmosphere. No heavy lighting and background music is just the right level and taste.

21st Century Tower on Sheikh Zayed road is 100% occupied by Emirates Cabin Crew. Vista is still, in my opinion, in development and much like what XP was like when it first launched.

I'd prefer to keep with XP right now as it's fairly stable (Windows is never fully stable remember!). Give it 2-4 years and Vista will be the way to go, but not for now.
