^ Exactly. So it led me to believe that the survey only interviewed the 'prominent' expats.
Maybe they interviewed a friend of mine who was a truck driver in his home country a year ago and is now working for a big local company as a senior manager. Hmmm.. I'll ask him.

Culture is something that occurs only after a very long period of time? In that case, wait for a century and Dubai will definitely have its own culture to boast about.
