Yes, it would have been helpful to stop outsiders from going to join a foreign cause. I'm sure those foreign governments would have appreciated it. It didn't happen though and nothing can be done about that.

There is definitely a need for this kind of business here. It will be a lot of work to try to get people to be more environmentally friendly, but it needs to start now. The infrastructure needs to be put into place, reliably, and education campaigns are needed to get people to participate.
