I've been seeing people pulled over on SZR for years now by marked cop cars. The unmarked car you saw, it could be a real cop car, or it could be a kid with flashers in the headlights (as I sort of know someone who did that to his Camry. Cheap mod).

Weirdly enough, I read (on their website I think) that the grace is 45 days. On top of that, we bought a car with 6 months expired tags, but they didn't charge anything. Every rule is a bendable here.

I went this wednesday and everything went great. The busstation or wtv to call it is behind the Dnata building close to Deira clock tower. I had trouble finding it cause its not really a busstation its just a road where the buses park and there wasnt ne buses there when i was looking for the place....

I'd never recommend 4x4 Motors. All their prices are way too high, and there are direct stories that they actually buy their cars at 50% of their selling price from desperate people. Sharjah is just now getting ready to start public buses. Expect it to suck. Taxis are expensive and refuse to go to traffic areas, so they probably won'r go to Dubai. Buy a car.
