Here's a Dubai rent cap calculator which I think is working right. Look up rent range for the area (links are there), enter the low and high values, and the rent you're paying from 2008, and hey presto, you find out the maximum price rise you could be smacked with in 2009. The facts might be correct in both articles - they quote different hotels. Looks to me like the headline was written first and then the reporters phoned hotels until they found ones that supported their headline. The National headline is much more believable though.

It could be. If sampling is done correctly (might be a big if), only a relatively small number is needed to be representative of the population.

You also have security issues to consider. If you're a server admin then maybe you could deal with it yourself. But I don't think you'd have asked the question in the first place if you were ;). I've seen acceptable hosting for as low as $5 per month, and there's even cheaper available. Don't bother...
