Yes mostly. The downside is kids who drink, have sex, do drugs etc, are more likely to get jail and deportation if caught, than in Europe.

Yes, I think that's correct although you could try even if you don't have residency (but I don't think it's likely you'll succeed). You don't need one to renew. Here's a list of UAE post offices
