Either get a visit visa (ask at the nearest UAE embassy) and look for a job here, or get a job first. Employer should provide you with residency visa and labour card.

Sounds like at least a visit is worthwhile. Add an extra pinch of salt to any Dubai promises and you should be fine .

There is such a thing as a temporary licence but it's not valid if you have a residency visa. Can't answer the question of registering a car with one sorry. Try asking at one of the bigger car dealers - they should know.
