Usually the default DVD player bought in Dubai is multi-system multi-region. But DVD players for sale in other countries default to the system/region of that region.

You can buy one but I don't think you can register it here without a UAE driving license. Which probably doesn't matter if you're going to export it. Try www.evolve.ae (I think) for pertrolheads who might know more.
