Wavelet Scalar Quantization

I have read somewhere that Wavelet Scalar Quantization is a compression algorithm which is used for grayscale fingerprint images. It is used by FBI. Can anyone throw some more light on it and grayscale fingerprint images? :)

Layer Two Forwarding

Read this somewher: "Recently, Microsoft and Cisco agreed to merge their respective protocols into a single, standard protocol called Layer Two Tunneling Protocol(L2TP). " Can somebody elaborate it?
