Firstly, Big E Doesnt provide T1 Or O3 Connections for web hosting companies here. all the web hosting firms in dubai has their servers abroad. You can get your webhosting done from Etisalat ( E-hosting / E-compay) not sure if Sahm, gives the same, or try e-datafort (http://www.ehdf.com) .. not sure...
