Does the KTC system exist in Dubai? Some people are saying it does, others are not. If someone could advise I would be grateful.

Hi All
Can you tell me, if I register a compnay in Dubai and I want to sell a property investment product, what type of licences will I need - if any?
Are there specific licences needed for selling property or are all the relevant documents recieved when a compnay is registered?
