Another way is to register with recruiters. But be aware that there are lot of frauds in this subject area so deal with popular ones only.

IT Certifications have good value in UAE. But in my experience only MNCs know what on earth are these certifications for. Small companies also call for certified candidates but nobody uses 'those' skills there but you get some 'preference'

As far as I know, UAE (or any Arab country) is not a place for you g*ys. It is illgal. Even living together is not yet a dream.

Even if you both somehow get into UAE, and if official finds out your relationship, then you will face legal actions including fines, imprisonment and deportation.
