For example, when I used to live in the states they did financing there based on one's credit rating. Plus over there they had 0% down payment. Their credit rating concept is elusive ...

I think that the portion of lemons in used cars is probably a lot higher in DXB then other places so definitely make sure you shop around, for a car Dubai is hell.
