No it snot possible, you need a valid driver's license to exchange it for a UAE license. Your best bet would be to get an international driving license which is good for a year from the date of issue.

I ended up getting a Satellite receiver and Orbit subsciption for TV and a USB modem through Etisalat for internet. They are not cheap but can't live without them. I'm really pissed off at DU also.

My building has a centerlized dish on top of the bldg. All people need is a receiver to get free channels or subsribe to whatever service provider for pay channels (Showtime, Orbit etc). Check with your bldg if they have a dish on top

Lots of companies advance your annual housing allowance, thats what my company did. Why don't you check with your employer. Its very common in Dubai so employers understand this requirement.
