Nah, that is caused by fat people walking only on one side of the pavement - the other side lifts. It's called the "heaving effect".

I've seen post boxes outside a few supermarkets but I have no idea how much postage to put on the letter. I think you need to go to the post office to get stamps, have the parcel/letter weighed etc.

Most every one I know gets mail delivered to the office (once a months- so it seems)
