At my point of view authority should exchange licence to everyone with experience more than 5 years in own country. I disagree, because how can you possibly compare someone who had to do little more than drive in a straight line to pass their test, with someone who has gone through theory and rigor...

I am certain that some people of a certain gender and nationality (which I will not mention :) ) have not even taken a test. They still do it in the CID department at the Headquarters near Al Mullah Plaza, just had to get my parents ones done for Australian immigration! Don't expect them to do it in a hurry though. They still it in the Head quarters next to Al Mullah plaza, just got my parents done for Australian immigration. Try calling: 042013484 or 042013564 - I spoke to a Mr Ali Razek, he was very nice and did it straight away. If you can do it in person, then better as otherwise it'll take some weeks.
