The best thing to do would be to contact your or the UAE embassy. But I seem to recall from previous enquiries regarding this, that it is not too much of an issue.

No it'll be semi permanent or permanent make-up tattoos. Tattooing (body art) is illegal in Dubai, there are a few people that do it, but you have to know where to look to find them. There are also alot of dodgy people doing it.
