El Or Ul?

Dar el Hay or Dar ul Hay?
Dar el Ilm Lilmalayin or Dar ul Ilm Lilmalayin?

Isn't the latter in both cases more sensible? WHy do people use el instead of ul? Ul is used in nominative case and to show possession. Why El?
