About passport n Imigration office

Dear Sir , i wanna take some information from you my brother visa was cancelled by imigration office because he was worked from outside his area n police arrested him n sent him back to his own country . i wanna know how he enter again uae ? he was never blacklist in uae only cancelled stamp on his passport kindly tell me what he do ?
